Britain delivers millions of pounds to bank in Libya

(CNN) -- The British government has started delivering money that it unfroze to a bank in Libya, said William Hague, Foreign Secretary, in a statement Wednesday.

The Royal Air Force delivered 280 million dinars (about 140 million pounds) to the Central Bank of Libya in Benghazi, the statement said.

The money is among billions of dollars ordered frozen by the United Nations when the crisis began.

The money "will be used to pay the wages of Libyan public sector employees, including nurses, doctors, teachers and police officers," the statement said.

It also said the money will be used to pay the disabled and refugees, as well as medicines and food.

Meanwhile, France is releasing up to 1.5 billion Euros frozen at the start of the war in Libya, the French foreign minister told Radio RTL on Thursday.

Foreign Minister Alain Juppe said France has obtained permission to release the money to the National Transitional Council, the rebel leadership.

"It is money that belongs to Libya -- to the NTC so that it can begin rebuilding," Juppe said.

Robles stripped of gold in controversial finish to men's 110m hurdles

(CNN) -- Controversy struck the world athletics championships in Daegu for the second straight day as Cuba's Dayron Robles was disqualified Monday after winning the men's 110m hurdles final.

Robles, defending the title he won in Berlin two years ago, crossed the line first in 13.14 seconds, ahead of American Jason Richardson (13.16) and 2004 Olympic champion Liu Xiang of China (13.24).

But the Cuban was judged to have made contact with Liu to impede him as they came off the final hurdle.

"Robles has been disqualified by the track referee under rule 163.2 for obstruction on the track," said an statement from world governing body, the IAAF.

Cuba launched an appeal against the decision, but it was dismissed, leaving Richardson to take a surprise gold, former world record holder Liu was elevated to silver with Britain's Andy Turner up to bronze. Liu, making a strong comeback after injury ruined his gold medal bid at the Beijing Olympics, had led until the final hurdle, which he clipped, leaving Robles and Richardson to go past him.

The disqualification of Robles came just 24 hours after Jamaica's defending 100m champion Usain Bolt was thrown out for a false start in the final won by compatriot Yohan Blake.

Death toll rises to 23 in blast at U.N. building in Nigeria

(CNN) -- A Nigerian militant group has claimed responsibility after a car loaded with explosives rammed into the United Nations' building in the capital, killing 23, a government spokesman said Monday.

The suicide attack Friday shattered windows, set the building ablaze and left gaping holes on the walls.

Radical Muslim sect Boko Haram, which aims to enforce a strict version of Sharia law, has claimed responsibility, said Reuben Abati, the government spokesman.

Eighty-one people were injured, he said.

The attack targeted a building that housed 26 U.N. humanitarian and development agencies, U.N. Secretary-General Ban Ki-moon said last week. The Liberian and U.S. embassies are also nearby. "This was an assault on those who devote their lives to helping others," Ban said.

Nigerian President Goodluck Jonathan described the suicide bombing as "barbaric, senseless and cowardly" and intensified security around the capital.

The capital of Abuja has experienced a series of bombings in recent months.

A Moscow company is now marketing "Sleepboxes" -- freestanding, mobile boxes with beds inside -- for travelers stranded overnight, or those in need of a quick snooze. The Sleepboxes are meant to be installed in airports -- even at departure lounges -- and rented for 30 minutes to several hours at a time.

A Sleepbox is currently installed at the Sheremetyevo International Airport in Moscow.

"We travel a lot and many times we faced a problem of rest and privacy in airports," says co-designer Mikhail Krymov of design firm Arch Group, who together with Alexei Goryainov came up with the idea of Sleepbox. "And as we are architects, we like to think of solutions."

Measuring 1.4 meters wide, two meters in length and 2.3 meters in height, Sleepbox’s star feature is a two-meter-long bed made of polymer foam and pulp tissue that changes bed linen automatically.

It also comes with luggage space, a ventilation system, WiFi, electric sockets and an LCD TV.

Doubts over German role in Greek debt deal

(FT) -- German "bad bank" agencies holding billions of euros of Greek debt have still to decide whether to join a bond swap designed to cut Athens' refinancing burden as part of an EU bail-out.

Two of the German banks that are among the country's largest holders of Greek bonds have also to commit themselves to the €135bn debt swap plan set to be launched next month.

The uncertainty over which institutions will support the deal comes as Greece is warning that the swap might not go ahead if fewer than 90 per cent of private investors agree to participate.

Some of Germany's biggest holders of Greek debt are agencies set up with public sector support to wind down toxic and unwanted assets that had to be unloaded from stricken banks' balance sheets during the financial crisis.

About €7.4bn of Greek sovereign debt is held by FMS Wertmanagement, a "bad bank" to which €175bn in assets were transferred from Hypo Real Estate, a property lender.

Erste Abwicklungsanstalt, to which assets from WestLB were transferred, has a further €1.1bn of Greek public sector exposure.

Because the agencies are not banks and are backed by public sector guarantees, the extent to which they may take part in the bond swap aimed at private creditors remains unclear, in spite of their large holdings.

FMS holds more than twice as much Greek debt as Commerzbank, which is Athens' biggest private-sector German creditor.

EAA has taken a 21 per cent writedown on its Greek holdings, in line with advice from a German accounting body following the announcement last month of the private-sector restructuring offer, which is being co-ordinated by the Institute of International Finance, a global banking sector lobby group.

However, EAA has said it "remains to be seen whether or to [what] extent EAA will participate?...?in the IIF offer of private creditors and suffer losses from the restructuring of Greece's liabilities".
